Upper Austria is characterised by a healthy economic situation: in comparison to other federal states, the labour market participation is high and the unemployment rate is low. Therefore, it is often a problem for Upper Austrian companies to find suitable skilled workers. The term “professional” refers to people with different levels of qualifications, not just formally highly qualified people. This means that there is skilled labour in all fields.
It is, therefore, appropriate to adopt a strategic approach to securing skilled workers. This requires a comprehensive approach, accurate information, the interaction of relevant actors and the effective use of instruments throughout the labour market policy chain.
The vision is to achieve a labour market in which all groups of people are highly involved in working life (full employment) and where the specialists required by the Upper Austrian economy are available.
